Independent Contractor Horseracing Integrity & Welfare Unit (HIWU) Investigator
The Independent Contractor HIWU Investigator will operate in a fast-paced environment, investigate activities involving the legal policies and procedures for the Anti-Doping and Medication Control (ADMC) Program, and effectively communicate with HIWU staff and relevant constituents. Contracted services include conducting investigations under the ADMC Program and collaboration with applicable constituencies in various states. The independent contractor role is part-time and will be facilitated by the HIWU Director of Investigative Operations.
Location: Thoroughbred Horseracing Tracks
States: Primarily Oklahoma, Illinois, Washington
Summary of Qualifications:
- 6+ years of investigative experience; experience in and around the equine industry preferred.
- Extensive interview experience.
- Experience testifying in criminal and/or administrative hearings.
- Strong understanding of the rules of evidence collection and chain of custody.
- Superior verbal and written communication skills; proficiency in Spanish is a plus.
- Ability to function well in a high-paced and at times stressful enviornment.
- Ability to interpret and apply laws and regulations.
- Highly credible and ethical.
- Adept understanding of business sensitivities and confidentiality.
- Proficient in Microsoft Office and computer systems.
- Availability to travel throughout the United States including short notice assignments.
- Successful completion of background check and verification of professional references.
Independent Contractor Role:
- Assigned to applicable thoroughbred racetracks including barn and stable areas.
- Liaise and communicate with Covered Persons in assigned areas of thoroughbred racetracks.
- Conduct HIWU-authorized searches (e.g., horse barns, vehicles).
- Interview individuals concerning possible ADMC Program violations.
- Maintain accurate case files.
- Compose investigative summary reports.
- Testify in ADMC Program hearings.
- Serve HISA-issued notices.
